In Quebec, housing starts rose 18% in December to 44,400 units, its highest level of the year. For all of 2009, starts fell 12%, the smallest regional decline in Canada (starts fell by one-third in Ontario and the prairies and by over one-half in BC). Manufacturing sales in November edged up after a 7% jump in October, as increases for chemicals (notably medicinals) and petroleum offset a drop in aerospace.

Frank and Susan Williams bought a house near Hamilton, Ont., this month, they followed a time-honoured tradition of using leveraged financing. With mortgage insurance they only had to put down 5% of the $270,000 purchase price. They went with a closed variable rate at 2.25% and amortized the loan over 35 years. The deal was initiated with a mortgage broker, with Bank of Nova Scotia providing the financing.

Stephen Jarislowsky, chairman of Montreal-based investment adviser Jarislowsky Fraser Ltd., said he is convinced” there’s a bubble in Canada’s housing market, fueled by government measures that encouraged consumers to take on debt. They have basically encouraged people to buy houses based on cheap mortgages,Jarislowsky, 84, said in a telephone interview from Montreal. That has created the opposite effect of what was desirable.
