The Himalayas

California
The Cannabis friendly state has all the resources to make killing growing and selling cannabis. Like the Himalayas and Afghanistan they have the perfect climate for strong marijuana seed growth and the laws to support it (eventually). California is one of several states in the US to allow cannabis to be grow for medical purposes and it seems like only a matter of time before big business takes advantage of the market and twists the arm of the Federal government into kick starting a really valuable cannabis and hemp industry. Only the ethics and the anti-drug naysayers stand in its way.
