Although Cameroonians have gotten into considerable discussions and have made several efforts to discuss the country’s social security, this matter remains the major problem in their current president’s social policy making.
However, on the part of social security benefits, the National Social Insurance Fund (CNPS) has greatly improved especially in the area of retirement pensions’ payment. Nowadays payments are made regularly and more stations where you can get this kind of service have been availed.
Before this was put in place, senior citizens would be forced camp outside the only existing CNPS’s head office which was situated in Yaoundé waiting for their money. However presently, pension payments can be done monthly and there are various methods with which the insured can get this money one of them being via bank accounts.
However on another note, these arrangements might not be as helpful this is because most retirees do not have access to their money. The reasons behind this could be that they do not have enough documentation to prove that they are the beneficiaries. Or it could be that their employers never submitted their share of money to CNPS despite the fact that these monies were being deducted from their salaries.
For many Cameroonians, retirement becomes a hassle when it comes to social security. Without a doubt, social security in Cameroon which is said to be collectively an aid for social risks such as maternity, illnesses, old age, family and the likes is yet to be enjoyed by Cameroonians. It has recently come to light that a very few number of people benefit from social security funds.
The National Social Insurance fund is now under improvement.
When the government was unveiling its economic, social and cultural, financial plans late last year in parliament, the Prime Minister Yang Philemon affirmed that the same way that the government is looking into maintaining social peace, it will strive to provide social security to Cameroonians by extending its coverage to the less known groups. During December, a month later, President Paul Biya referred to this issue as he addressed the nation saying the general social security scheme was being studied.
The unit which is responsible for the upgrading of social security has already conducted its studies and has also submitted the relevant reports to Mr. Philémon. This task force has focused on the response, exploitation as well as validation of the work which has been performed by the piloting committee in charge of refurbishing the CNPS. This task force is also responsible for making suitable commendations for dealings which are likely to expedite the harmonious improvement of social security in Cameroon.
To be more precise, the report which the government has been given covers organizational, improvement and current management systems of social security system which further entails the addition of remuneration to people who are not currently covered as well as the upgrading of the current benefits.
Under the new social security arrangement, both the private and public sectors have a role to play due to the fact that social security deals with social protection that is fundamentally based on the unification of all Cameroonians; whether in good or bad health, people with jobs and those who don’t have any and the likes.
The private organizations which are involved entail comprise of social mutuals such as insurance companies, health mutuals, fraternal benefit societies as well as micro insurance enterprises while the public organizations comprise of the National Social Security Fund (CNSS), National Health Insurance Fund (CNAM), and National Fund for state employees (CNPE).
This works with the CNSS taking over from the CNPS coverage for people who have voluntarily gotten insurance such as the professional corporations and the self-employed. The CNPE which is responsible for civil servants’ social benefits offers coverage to civil servants as well as those who are in decentralized territorial communities. Like the CNPE and the CNSS, the CNAM offers four kinds of coverage to the insured; old age and disability, family, maternity and work-related accidents.
These kinds of reforms are expected to guarantee that there’s modernization of social security while ensuring that this is in accord with other member countries.
