Many will claim to be bilingual. However, many of those do not possess the proficiency that is needed to communicate consistently and effectively in another language. There are organizations and tests as well as internal processes within a translation service that will determine the best candidates.
Advertise to your target
If you are looking to recruit bilingual/multilingual employees, you must seek them out. One suggestion is to advertise with the association that represents that ethnic group, such as a Latin-American association. Other sources for recruitment includes community colleges, local job fairs and temporary employment/staffing firms.
Difference between proficiency and performance
In order to be considered a candidate, a person must be able to display their proficiency. If a person was not born in a Latin American country, evidence of Spanish language proficiency is required. Linguistic proficiency is an individual’s ability to speak in a learned language. Performance, on the other hand, is the combined effect of all three forms of communication: interpretive, interpersonal and presentational.
There are also other assessments that can gage the second language proficiency of a recruit. Many countries have their own assessments. A leading source in Europe is the organization called Association of Language Testers in Europe. A candidate is assessed and is assigned one of six levels. “A” is designated as a basic user; this individual can understand simple phrases and common expressions. A “C” designation is identified as proficient; an individual can comprehend a wide range of longer texts, use the language comfortably and is familiar with inherent meaning.
Fluency
A candidate should also be assessed for fluency. Fluency is the ability to deliver information quickly with expertise. Language flows with no halting or slow use. Narrow vocabularies, incorrect word use and limited discourse strategies are characteristics that hinder fluency. A candidate must possess be able to easily read and comprehend texts written in the language. In addition, the candidate must be able to create written communication in the language. Fluency also is demonstrated by a capacity to understand speech in the language, create speech in the language as well as be understood in the language.
