The whole point of these sessions was to circumvent the constitutional Presidential capacity to make recess appointments.
Since 2007, the use of pro forma sessions to remain the Senate in session has become the norm. Three years into Bush's second term, he had made sixty one recess appointments (that does not include appointments made during his first term). Similarly, Obama has made 28 recess appointments. This demonstrates how effective the pro forma tactic may be.
That is actually until yesterday. Obama avoided the pro forma period status, and made Richard Cordray the top of the Consumer Fiscal Protection Bureau. He also made three additional appointments to the National Labor Relations Board. This move has Republicans, who argued against the utilization of pro forma sessions to block recess appointments all through Bush's second term, in place in arms!
Senate Minority Leader Mitch McConnell said regarding the decision, "What the President did today sets an awful precedent that could allow any future President to totally cut the Senate out of your confirmation process, appointing his nominees immediately after sending their names close to Congress. Hopefully, it will prove impossible to return to that situation. We have gained so much because of technology and medicine. Women have an overabundance of choice, but will the idea last? Without government laws and forcing the backing these laws, women, handicapped and the ones with learning disabilities are vulnerable. Evan with the laws in position, many still don't get access to the basic protection these laws.
A good example is the call with regard to debate on eliminating most of the entitlements. Since most people aren't cognizant of the entitlements they employ, these are the best to cut. Those families with disabled individuals need to unite and again fight to remain the rights many struggled so hard to gain. Advocates for seniors have already taken up the Rule: "Don't cut our Societal Security and don't mess with medicare", but these are just two of the entitlements, and social security uses a very different financial sales than SSI and education entitlements.
We require women to be mixed up in feminist fight because i am seeing our laws eroded, and some wanting to destroy our freedoms. The disabled are suffering from assaults on them, and their opportunities to education are on the agenda for cuts. Families of handicapped worked very hard since the early 50's to reassure that mentally retarded had the proper to an education, and safe and secure homes. The law that resulted was The Americans with Disabilities Act. This can be the law that covers the guidelines for all education associated with learning disabilities, and the accessibility of disabled people to the same benefits the non handicapped enjoy. It offers education, SSI, and other entitlements.
I just discovered this quote by President Kennedy that sums up what to be a liberal means.
".... if by the "Liberal" they mean someone who looks ahead and not behind, someone who welcomes new ideas without rigorous reactions, someone who cares regarding the welfare of the most people -- their health, their own housing, their schools, their own jobs, their civil proper rights, and their civil liberties -- someone who believes we could break through the stalemate and suspicions that grip us within our policies abroad, if that is what they mean by the "Liberal, " then I'm proud to speak about I'm a "Liberal.
